Every day, press publications are used, reproduced and distributed by online public communication services.
To be lawful, such use, whether in whole or in part, must be authorised in advance by the publishers and press agencies concerned.
DVP facilitates the obtaining of these authorisations by centralising requests and providing access to all press publications entrusted to it by its members (which can be consulted here), in return for payment of the remuneration due.
This remuneration takes into account, as required by law, factors such as the human, material and financial investments made by publishers and press agencies, the contribution of press publications to political and general information, and the extent to which press publications are used by online public communication services.
In order to enable publishers and press agencies to receive fair and equitable remuneration, online communication services are required to provide all relevant and necessary information, in particular information relating to their use of press publications and information enabling a transparent assessment of the remuneration due under neighbouring rights.
